Emperor's New Groove

Gabe made this in the recent past, but I have no clear idea what it is. Some sort of imperial procession floating on the water?
I found it while looking for something in the filthpit that is his room.
Also, his armpits now stink and I feel old.

I have just been told by the artist himself that it's a snowglobe, a friendly shark, and lots and lots of fishes.
